The governmental, concrete courthouse of Miller County is located on Laurel Street, 5th, Ash, and 4th Streets.  The site is a square four blocks west of United States Highway 71.  The 1939 courthouse was designed by E. C. Siebert in Art Deco style.  The building was enlarged in 1974.  An 1893 version was also located in Texarkana, the only county seat ever in the county.  The county was named for Territorial Governor James Miller.  Texarkana is named for the states of Texas and Arkansas, which the twin cities of Texarkana, Texas and Arkansas cross.  On December 22, 1874 the present-day Miller County was created from Lafayette County as the 74th county. 

Miller County government consists of a sheriff, assessor, treasurer, and coroner (executive).  It has 11 Quorum Court members (legislative.)  Three Circuit Court Judges serve Miller and Lafayette counties and a District Court Judge, an Attorney, and a County Clerk serve Miller County (judicial.)  The county is situated in the southwest north of Shreveport, Louisiana.  Its west border is Texas and its south border is Louisiana.  The Red River forms its north and east borders.  The center of the county is 16.1 miles Southeast of Texarkana nearer Genoa.  The county is surrounded clockwise by Little River, Hempstead, and Lafayette counties and Louisiana and Texas.  The county is shaped like a tree billowing out on the north and east.  The west and south borders are straight lines.  Texarkana is in the far northwest corner of the county.  Texarkana is the county seat and the largest city.  It is 69.0% of the county population.  The county seat is pronounced TEX-AR-KAN-A.  

The area of the county is 637.5 square miles.  It is 45 of 75 in size.  It ranks 16 out of 75 in population in the state.  It has a density of 66.8 persons per square mile making it 17 out of 75 in the state.  Miller County has 71.3% of its population in its incorporated areas.  Interstate Highway 30 crosses from Hempstead County to Texas, east to west.  United States Highway 59 enters from the north, Little River County, and exits to the west, Texas.  United States Highway 67 parallels Interstate Highway 30 from Hempstead County to Texas.  United States Highway 71 is joined with United States Highway 59 from Little River County, splits in Texarkana, and continues south into Louisiana.  United States Highway 82 crosses east to west, Lafayette County to Texas.  The county is in the Texarkana Metropolitan Statistical Area.
