The unique towers along the Beaux Arts Classical building roof can be seen many blocks for the structure. It was built in 1903 under the designs of Burnham and Bliesner. It is situated on Main Street between 10th and 11th streets. California State Highway 91 passes four blocks east of the location. It is the only county courthouse located in the City of Riverside, the only county seat. The courthouse was enlarged in 1930 and renovated in 1995. A Hall of Justice was added in 1991. There are augmenting courthouses in Indio and Palm Springs. Riverside County was formed on May 9, 1893 from parts of San Bernardino and San Diego counties as the 56th county. Riverside is a geographic name for the location early settlers found after days of crossing dry and arid desert.

The county is surrounded clockwise by San Bernardino County and Arizona and Imperial, San Diego, and Orange counties. The county is a flat rectangle. Riverside is far northwest corner of the county. Riverside is the county seat and the largest city. It is 13.0% of the county population.

Interstate Highway 10 comes from the east (Arizona) and goes to the northwest (San Bernardino County). Interstate Highway 15 enters from San Bernardino County in the northwest and exits into San Diego County in the southwest. United States Highway 95 cuts the far eastern part from San Bernardino County into Arizona. This county is in the Riverside-San Bernardino-Ontario Metropolitan Statistical Area.
