The Modern style courthouse is a red brick and tin building.  It was constructed in 1992.  The facility is located on Barron Avenue and 1st Street.  Daniel W. Figert is the building architect.  United States Highways 40/287 are three blocks north of the site.  Hugo, as the only county seat, was the seat for the 1906 and 1923 courthouses as well.  The county was formed on April 11, 1889 from Elbert County as the 52nd county.  President Abraham Lincoln was the namesake to the county.  Hugo got its name from settler Richard Hugo.  The center of the county is 9.2 miles West-Southwest of Hugo. 

Lincoln County government consists of a sheriff, assessor, manager, coroner, and treasurer (executive).  It has 3 Commissioners (legislative.)  Twenty-two District Court Judges serve Lincoln, Arapahoe, Douglas, and Elbert counties and a Trial Court Judge, clerk, and county attorney serve Lincoln County (judicial.)  The county is in the eastern part of the state, southeast of Denver, Colorado and northeast of Colorado Springs, Colorado.  A number of intermittent rivers flow through the county.  The county is surrounded clockwise by Washington, Kit Carson, Cheyenne, Pueblo, Kiowa, Crowley, El Paso, Elbert, and Arapahoe counties.  

The area of the county is 2585.2 square miles.  The county is 10 out of 64 in the state.  It ranks 49 out of 64 in population in the state.  It has a density of 2.2 persons per square mile making it 53 out of 64 in the state.  Lincoln County has 56.1% of its population in its incorporated areas.  Interstate Highway 70 crosses the northern part of the county from east to west, Kit Carson County to Elbert County.  United States Highway 24 is joined with Interstate Highway 70 entering from Kit Carson County, splits at Limon on the border and enters into Elbert County.  United States Highways 40/287 comes from the southeast, Cheyenne County, and join Interstate Highway 70 at Limon to go into Elbert County.  The county is shaped like a capital letter J.  Hugo is in the northern third of the county.  Limon is in the northwest quarter on the border.  Hugo is the county seat and Limon is the largest city.  Hugo is 13.8% of the county population while Limon is 35.9% of the county population.  The county seat is pronounced HUE-GOE.
