The classic Romanesque Revival 1894 courthouse stands out at Oliver and Heard streets.  Georgia State Highway 77 is Oliver Street.  The tan brick designs were provided by Rueben Harrison Hunt. The building features a tower with working clock and veteran memorials are on the grounds.  The county was founded on December 10, 1790 from Wilkes County as the 13th county.  Elberton has been the only county seat.  The county and county seat were named for Governor Samuel Elbert.  The county center is 2.2 miles Northeast of Elberton. 

Elbert County government consists of a sheriff, an administrator, a coroner, a clerk, and a tax commissioner (executive).  It has 5 Commissioners (legislative.)  Twenty-four Superior Court Judges serve Elbert, Banks, Barrow, Burke, Clarke, Columbia, Franklin, Glascock, Hart, Jackson, Lincoln, Madison, McDuffie, Newton, Oconee, Oglethorpe, Richmond, Taliaferro, Walton, Warren, and Wilkes counties and a State Judge and Five County Judges, court clerk, and county attorney serve Elbert County (judicial.) The county is located in northeast Georgia on the border with South Carolina.  The Savannah River forms the eastern border with South Carolina.  The Broad River forms the western and southern border of the county.  The county is surrounded clockwise by South Carolina and Lincoln, Wilkes, Oglethorpe, Madison, and Hart counties. 

The area of the county is 369 square miles.  It is 69 of 159 in size in the state.  It ranks 92 out of 159 in population in the state.  It has a density of 53.2 persons per square mile making it 90 out of 159 in the state.  Elbert County has 28.0% of its population in its incorporated areas.  There are no Interstates or United States Highways in the county.  The county is shaped like a plow.  Elberton is located slightly south and west of the county’s center.  Elberton is the county seat and the largest city.  It is 23.6% of the county population.
